Agents can now write wireless protocols, and the tempting next step is letting them deploy their own designs. Vouch says no: the generator stays untrusted, a physics certificate computes what is safe, and a license, not the agent, holds the deployment decision.

A better generator sharpens the failure, it does not remove it

Code-capable agents now propose MAC protocols, congestion control, and radio policies, and the tempting step is to let them hold the deployment decision. The failure is silent: a design validates on what the generator can cheaply measure, then goes supercritical at scale because the crossover lives in the coupling, not in any single station's behavior.

Certificate computes, license decides. The interference-epidemic certificate (stable iff R0 < 1) is reclaimed as a deployment gate; the license is the policy that travels with a specific composition at a stated density. Generation earns its place. The licensed search still admits 94 percent of the safe-and-good design region, against 11 percent for a fixed grid, and beats DCF by 23 percent and a hand-composed 802.11be baseline by 27 percent on the studied subset.

Vouch is in submission. Companions inside the system: an LLM block extractor at 92.3 percent recall and a drift-reasoning component that resolves 63.2 percent of nineteen injected drift events.

The license is teNET's certificate, made portable

teNET introduced certificate-as-license for protocol synthesis; Vouch argues the license is the primitive the whole self-driving-protocols agenda needs, and Loom runs the same spine on a live MAC layer.

Generation earns its place; deployment stays licensed.
